I  Key findings

The best odds are in analytical instruments in Poland, Czechia and Greece

Most lots there get a single bid and foreign suppliers rarely compete. Bid about 10% under the buyer's estimate where you expect a rival, and plan around Q4, when almost a third of the year's awards are made.

The market held steady

3,431 award notices in Q3 2026, up 5% on Q3 2025. New calls for tender fell 7%, so the Q4 pipeline is slightly thinner.

Poland is the largest buyer by far

1,648 instrument awards in twelve months, ahead of Germany (1,172) and Czechia (821). Romania's apparent second place was an artefact of reagent frameworks.

Specialised instruments are the least contested

64% of analytical and life-science lots drew one bid, against 38% for utility meters. In Greece, Czechia and Poland it is 72% to 80%.

The least contested markets are the most closed

In Poland, Romania and Greece, 3% or fewer of instrument winners are foreign, against 38% to 60% in Austria, Belgium and Ireland.

Competition is worth about 10% on price

Single-bid awards came in at 99.8% of the buyer's estimate; awards with two or more bids at 89.8%.

EU Recovery money has run out

Awards naming the Recovery and Resilience Facility fell 84% between June and September 2026, after its 31 August deadline.

Where one more bidder has the best odds

Across instrument awards, 55% of competitively tendered lots had exactly one bidder. In Greece, Slovenia, Czechia, Poland and Austria the rate is 60% or more.

    III  Skipped tenders

    Where contracts skip the tender

    The mirror image of the single-bid map. In the Netherlands and Germany, a third to almost half of instrument contracts were awarded without any public call for competition. In Poland, Czechia, Romania and Greece almost everything is tendered, but few suppliers bid.

      Competition is worth about 10% on price

      Where a single bid came in, buyers paid almost exactly what they had budgeted. Where two or more came in, the median award was a tenth lower. The buyer's published estimate is a reliable ceiling.

A notice counts as an instrument award when its first CPV code starts with 38 (9,301 of 14,073). Values are converted at ECB reference rates. TED covers tenders above EU thresholds only.
